Pedlars

 

There have been several reports over the last few weeks of pedlars (often referred to as Nottingham knockers) going door to door in rural area in the North of Hampshire trying to sell goods. 

 

The term pedlar means any hawker, pedlar, petty chapman, tinker, caster of metals, or other person who, without any horse or other beast bearing or drawing burden, travels and trades on foot and goes from town to town or to other men's houses, carrying to sell or exposing for sale any goods, wares, or merchandise, or procuring orders for goods, wares, or merchandise immediately to be delivered.

 

Section 4 of the Pedlars Act 1871 requires individuals to obtain a Certificate before commencing their activities as pedlars. Failure to do so is an offence.

 

If you have a pedlar who knocks on your door offering goods for sale, Section 17 of the Pedlars Act 1871 requires a pedlar to produce his certificate to certain persons on demand. This includes any person to whom such pedlar offers his goods for sale; or any person in whose private grounds or premises such pedlar is found. Refusal to do so would be an offence. 

 

If the Pedlar fails to produce a certificate or you suspect they do not have a valid certificate to operate in your area please report the matter to the Police.
